EUROPEAN TOUR OF LONGBOARD
PURPOSE
(A) Proposed to the best Longboarders to participate in international events during the year.
(B) Provide a guarantee that European cup will gather the best Longboarders in Europe.
(C) Permit to each federation to improve its federal work by having the organisation of an important European contest.
(D) Allow Longboarders to get prize money.
(E) Any brand of surf, bodyboard or others will be able to sponsor and organise an event if of course they accept the E.S.F. technical rules and charges and be approved by local Federation.
1 - PRINCIPAL
•(A) The European Tour of Longboard is a competition that takes place in a minimum of three contests that will be held in different countries.
(B) European Nations are invited to organise at an event on their territory.
(C) Any country that is a member of the E.S.F may be candidate to organise an event of the European Tour. Each nation may organise more than one contest.
(D) The European Tour is opened to Europeans and non-Europeans
(E) The technical organisation of the contest is provided by the E.S.F. The technical rules used are the E.S.F. ones.
•(F) The organiser provides the site organisation and intendance.
2 - FORMAT OF THE EUROPEAN TOUR
(A) The European Tour will have minimum two days duration on weekends, from Saturdays to Sundays (if possible).
•(B) The inscriptions can be made on the site of the contest till the day before the event.
(C) If a directly qualified Longboarder cannot participate, will be replaced by the next surfer ranked.
(D) The contest will generally be held on the straight elimination format. The country organising the event with according of Technical Director will exceptionally be able to use a single or double elimination format (according to the number of the surfers and to the surf conditions).
3 - ORGANISERS OBLIGATIONS
(A) The organisers must provide the European Surfing Federation with a copy of civil liability to cover the event for the minimum sum required by the host country at least 15 days before the contest
(B)The country organising have the right to propose 2 judges, all the other countries can propose a maximum of 2 judges. If the numbers of judges are more or less than 6 the Head Judge and/or the Technical Director (or representative) will decide how to handle it.
(C) For 2008 and after the judges will be choose by ranking.
(D) All the charges with judges, Head Judge and Technical Director will be granted by the organisation except judge's transportation.
(E) The Head Judge will be chosen by the E.S.F.
•(E) Judges will receive Î90 per day. After day 1 an allowance of 60 € per day is paid to E.S.F. judges for days when not judging.
•(F) The Head Judge will receive full benefits and at least €130 per day. After day 1 an allowance of 80 € per day for days when not judging.
•(G) The E.S.F. Technical Director (or representative) will receive full benefits and at least 130 € per day. After day 1 an allowance of 80 € per day for days when not working.
•(H) The Tour Director will receive full benefits.
•(I) The Computer Operator will receive full benefits.
•(J) The Event Director must assist in obtaining adequate accommodation and meals, for the E.S.F. staff for the duration of the event (Eg: Thursday night till Sunday night included).
4 - ORGANISING A EVENT OF A EUROPEAN TOUR
•(A) Any candidate must get the acceptance from its federation and must be proposed to the E.S.F. before the deadline set by the E.S.F..

•(C) The sanction fee goes to E.S.F. and must be pay 60 days prior to the event or the event will be cancelled. If the competition is cancelled under any circumstances what so ever, the sanction fee will not be refunded to the organiser or its associated promoters.
•(D) 10% of the sanction fee should be send with the application .
•(D) The entry fee goes to event.

•(E) All prize moneys must be paid after taxes, to the riders once eliminated from the event.
•(F) If the event is cancelled before the end of the first round there will be no place for prize money and point's attribution, but the entry fees will be returned to the competitors.
•(G) If otherwise the event is cancelled after completion of the first round then the prize money and points will be divided among all remaining competitors according the seeding.
6 - COMPETITORS OBLIGATIONS
•(A) All contestants who place 5th or better in a men or women's event, must attend the scheduled event presentation, unless prior consent is given by the Event Director or their prize money will be forfeited.
•(B) Competitors must co-operate with the media and attend post-heat press conferences where applicable.
•(C) Every competitor must be an E.T.L. tour member, and pay an annual tax of €35.
•(D) If a competitor competes in just one event the E.S.F. tax is €15 and not will be ranked.
7 - SEEDING 2009
(A) For the first event the ranking of 2008 makes the seeding.
(B) For the second event the seeding is made with the ranking of 2008 + 1st event of 2009
•(C) For the third event the seeding is made with the ranking of 2008 + 1st and 2nd event of 2009.
•(D) After that the seeding is made with the ranking of 2009.
•(E) The wild cards will be placed in position 31 and 32.
8 - RANKINGS 2009
(A) The points resulting from a classification in an event is in the last page.
•(B) The general rankings are changed after each contest.
(C) After the 3td event, the ranking will be made by the total 50% of the events year plus one (ex. 4 events = 3 best results, 5 events = 4 best results; 6 events = 4 best results, 7 events = 5 best results,etc...)
9 - SCHEDULE FOR 2009
•(A) Willing to keep a harmony between nationals and international schedules it is compulsory that the E.S.F. and the different Federations find common dates at which each Federation will organise its national schedule.
•(B) Organizers should send the applications for organizing ETL 09 till 15 March 2009
10 - CONTEST SITE REQUIREMENTS
At each contest site the Organizer will provide the following:
(A) Judge's tower or similar suitable building, which must have sufficient height to give all, judges an uninterrupted view of the entire contest area. The Judges towers must have partitions between judges and must be large enough to hold the judges, speaker and spotter and should be protected from the wind, rain and sun.
(B) The Judge's tower should be equipped with: Electricity/generator, Internet connection, preferably wireless or 3G cards, chairs, tables, pens, pencils, staplers, judging sheets, tally sheets, binoculars, horns, copy paper, first Aid-Kit
(C) Suitable facilities for the tabulators and Technical Director in the form of a caravan or similar structure must be located in close proximity to the judge's tower, with the entire area being roped off. Access to this area must be restricted to contest officials. All stationery necessary during the contest must also be provided, public address facilities must also be provided, and must be located near the tabulator.
(D) Refresh computer system
(E) Notice boards must be provided for the posting of information for the contestants as well as posting heat information and results.
(F) Vest marshals must be located near the Judge's tower and a table and chairs must be provided. A minimum of three sets of vests (RED, WHITE, BLACK YELLOW), with ETL/ESF logo) must be provided. Heat times will be recorded by electronic timing device, with a suitable back up.
(G) Timing discs must be erected next to the vest marshal. In addition an air horn or siren must be provided, this timing discs should have 2 colours (green on one side and yellow on other) with a minimum size of 80cm X 80cm (in case of emergency flags of appropriate size).
(H) P.A. system - Speaker and microphone that enable communication with the public and surfers in competition. The speakers should be made as next possible of the competition area (near the waterline and the peak in use) and away more than 25m from the judges tower.
(I) Competitor's tent with good visibility to the competition area restricted to competitors with the minimum size of 20m2, protection to the sun, rain and wind and near the beach marshal.
(J) Separate stand for use by media.
(K) Food and Drinks - Please do not forget to feed your judges and officials regularly! Have food ready at specific times and hot and cold drinks in judge's tower, If possible competitor and VIP areas also to have drinks facilities.
(L) The host will provide a copy of Civil Liability Insurance cover that is at least the

Contest Director To ensure the surfing aspect of the event runs on schedule and according to the rules and that the staff are not making any errors. Reports to the event co-ordinator and works with both E.S.F. Technical Director and Head Judge.
E.S.F. Technical Director To aid the contest director in rules definition, to provide the correct seeding for each round of competition, arbitrate any major problems between the surfers and the event. Works closely with the contest Director and Head Judge.
E.S.F. Head Judge Assembles the group of E.S.F. judges for training at the judging seminar. In conjunction with the Technical Director, selects the final judging panels to be used at the event,. Operates the Head Judge Computer Terminal. Cannot overrule the judging panel's decision concerning interference and priority, unless the majority of the judges did not see the incident. Reports to the Technical Director and works with the E.S.F. judges.
Head Announcer Incorporates the functions of informing the athletes in competition on their benefits, to describe the conduct of public event, announce all heats and their surfers by name and colour, interference, priorities and results, etc.
Spotter Identifies the competitors to aid the judges
Beach Marshall (must be English speaking) Ensures that all competitors are checked in for their heats, have their colours and are briefed with the event rules. The E.S.F. TD will provide a list of such for the beach marshal detailing the following information, that he then uses in his briefings'- Heat Time,' Number of Scoring Waves, Maximum Number of Waves. Describe Disc Colours and Horn Blasts (Green till 5 minutes remaining, Yellow till end of heat, one horn to start, and two horns for end of heat), give Disc location, prone in after heat, when to paddle-out and where to wait for start of heat. The marshal reports to the Contest Director and / or Technical Director.
Work Force Used to set up and take down the event site and the event promotional banners, etc. Reports to the contest director for set up advice and the event co-ordinator on promotional matters.
Staff: Contest Director, E.S.F. Technical Director, E.S.F. Head Judge, 7 Judges, Beach Marshal, Head Announcer, Timers, Disk Operator, Spotter, Tabulator, Media Liaison, Workforce, Security.
